The foundation: the Extended Producer Responsibility
The Italian ELT management system is based on the Extended Producer Responsibility (EPR) Principle: those who sell tyres on the market, they are responsible for the management of tyre end of life. This is the model adopted by the majority of European Countries.
Every company that sells tyres in Italy must subsequently assure the collection and recovery of an amount of tyres equivalent in weight to 95% of what sold during the previous solar year.
This obligation is set out in art. 228 of the Decree Law 152/2006 that allows tyre producers to act individually or jointly – though consortiums such as Ecopneus.
The operative rules
The Ministerial Decree 182/2019 updated MD 82/2011. It defines the operative modalities of ELT management in Italy. It states who is to comply with this obligation, how they are to operate and what objectives are to be met.
The Decree states that the authorised bodies, such as Ecopneus, are to assure the following:
- Collection activities covering all the Italian territory and all types of ELTs
- Processing of collection requests following a chronological order, without making any distinction of brand or geographical area
- Reaching a collection target of 95% in weight of the tyres sold on the spare part Italian market during the previous solar year
- Transparent reporting to the Ministry and its stakeholders
The authorisations of Ecopneus
Ecopneus operates fully complying with all Rules and Regulations and it is approved by the competent authorities by the means of:
Director’s Decree of Approval
Prot. n. 2069/TRI/DI/R of 30th November 2011. With this Decree, the Ministry of the Environment formally approved the operative system of Ecopneus.
Certificate of registration with the National Register of Tyre Manufacturers and Importers – RENAP
Since 14th May 2025, Ecopneus has officially been registered with the National Register of Tyre Manufacturers and Importers at n. PFU250300001DD.

Transparency and oversight
Compliance with regulations is overseen by the Italian Ministry of Environment and Energy Security, to which all authorised ELT operators submit their economic and operational reports through RENAP.
In addition, Ecopneus makes data on its activities available on the homepage of this website on a monthly and annual basis, starting from its first year of operation in 2011, and publishes its data and performance in its Sustainability Report.
