Ecopneus coordinates the management of End-of-Life Tyres at national level with a concrete objective: turning the Extended Producer Responsibility into a reliable and virtuous system that generates environmental, financial, and social value for the whole Country.

The Mission of Ecopneus
Every day, Ecopneus assures ELT traceability, collection, and recovery in compliance with the Italian Rules and Regulations on ELT management. This provides for:
- The coordination of a network of qualified operators working all year. This network is able to serve every Italian region and Province with the same quality standards.
- The promotion of applications for industry, infrastructure and sports made with recycled rubber. This provides for measurable environmental benefits partnering and collaborating with specialised bodies and companies of various sectors.
- The transparent publication of its data and performance, assuring a constant dialogue with its partners, the Public Administration, and its stakeholders. This is done by the means of data access available on its website and the annual release of its Sustainability Report.
Governance and operating model
The governance of Ecopneus is defined by its Articles of Association. They state how the consortium is organised and what are its Partners’ and decision-making bodies’ duties.
Its operating model is based on these rules: Ecopneus does not possess plants nor it manages directly ELT collection. On the contrary, Ecopneus coordinates a network of specialised companies selected by the means of e-tenders that are constantly monitored. This assures efficiency, control and transparency.
The Shareholders’ meeting
defines the general direction of the company and approves its multi-year plans.
Management
plans the collection of ELTs, monitors the flow of materials and manages the relationship with the operators of the chain.
The Board of Auditors
controls the compliance of Ecopneus with all rules and regulations, its articles of association, and the correct reporting of its activities.
The Supervisory Body
makes sure that the 231 Form and the Code of Conduct are implemented.
The digital
traceability and business intelligence systems supervise every phase of the activities, from ELT collection to their final recovery.
The network of partner companies
are selected by the means of e-tenders and are subject to periodic audits on quality, safety and legality.
Control system and compliance
Ecopneus has been authorised to operate by the Ministry of the Environment (Directorial Decree, prot. n. 2069/TRI/DI/R of 30th November 2011). It is registered in the Tyre Record of the National Record of Producers – the national register of tyre producers and importers. Its aim is to verify and control the implementation of the obligations deriving from the Extended Producer Responsibility. Ecopneus complies with its obligations in three ways:
- Ministerial controls and authorisations that confirm the reliability of their operative model.
- Digital traceability and periodic reports on ELT flows, the environmental and financial impacts, and the use of eco-fees.
- Constant training and prevention actions aimed at the operators of the chain and the Public Administration are aimed at helping develop a culture of legality, safety, and constant improvement.
Ethics and transparency
Ecopneus has adopted the 231 Form and a Code of Conduct to assure that every decision and every report is guided by legality, respect, and transparency. These tools define clear rules for its partners, employees, and suppliers, as they help to prevent unlawful behaviour and assure integrity in every operational phase. An independent Supervisory Body constantly checks the compliance of Ecopneus with these rules and regulations.
Anybody can report illegal behaviour or law violation in a confidential way by the means of a dedicated Whistleblowing platform.
